The technical measures for foreign trade are getting stricter
At the end of November 2001, the EU banned the import of Chinese animal-derived food. In February 2002, the EU Casing Association required all its members to carry out chloramphenicol testing on casings imported from China. On June 10, the Council of the European Union made a resolution of 2002/441/EC: 20% sampling of casings imported from China on June 14 to detect drug residues, pesticide residues, pollutants and banned substances.
After the "9.11" terrorist incident, in order to prevent terrorist forces from using food for attacks, the US Food and Drug Administration (FDA) introduced a new food anti-terrorism regulation. The regulations require that US and foreign companies engaged in food production, processing, packaging and warehousing, and their products for US residents and animal consumption must go through the registration procedures with the FDA, otherwise their products will be detained by the US Customs.
On May 29, 2006, the “positive list system” for chemical residue limits for food and agricultural products formulated by the Japanese government was officially implemented. The system limited 302 foods, 799 agricultural chemicals and 54782 residue standards, including casings. From the original 11 items to 436 items, the export cost of Chinese casings to Japan has increased the cost and difficulty of inspection.
The status of domestic veterinary management needs to be strengthened
On the one hand, the animal disease surveillance system needs to be improved. Although the country has formulated many laws, administrative regulations and departmental regulations for animal health, it is still not perfect, such as the lack of animal protection laws and veterinary food hygiene regulations; The Law does not introduce supporting regulations or implementation methods. The lack of laws and regulations and the imperfections have caused domestic animal epidemics, and the control of animal diseases has not been effectively solved. Foreign countries have also restricted imports to China for many times because of the unknown animal epidemic situation in China. Animal products.
On the other hand, the management of agricultural and veterinary drugs is not in place, the veterinary grade management, administrative multi-head enforcement, resulting in the domestic animal disease and food safety, which is related to the chain of production, processing, circulation and the final consumer, and the raw materials of the casing are from thousands of households. In all directions, this makes the product structure level lower, and the drug residues and pesticide residues and animal residues in the casing are difficult to eradicate in a short time.
The role of industry associations has not yet appeared
As a civil society organization, industry associations should play a role in communication, coordination and bridge between government and enterprises, enterprises and enterprises. In recent years, although China's industry associations have developed rapidly, due to China's unique management system, industry associations have not yet emerged from government-affiliated industries and become self-disciplined subjects of fairness, independence, and standard operation. In the ability to resolve trade barriers, the role of pioneers and vanguards has not yet been exerted, and there is still a considerable gap compared with foreign industry associations.
In the enterprise technical support, information services, price coordination and government support, it has not done enough. The information between enterprises is not clear, and the phenomenon of individual governance still exists. What's more, in order to expand exports, companies do not work hard on quality and service. They often use unconventional means such as price reduction to seize orders, disrupt market prices, disrupt industry order, and affect corporate product exports.
Corporate marketing strategy relative limitations
On the one hand, the sales area of enterprises is relatively narrow, mainly concentrated in the European and American markets. According to incomplete statistics, nearly 70% of China's export casings are sold to the EU market, 20% are sold to the United States, and only 10% are sold to other parts of the world. Therefore, when the EU banned entry into the animal-derived foods, the US FDA banned 11 kinds of drugs for my animal-derived foods. China’s casing exports fell from a peak to a low point, and it is difficult to resist the negative impact of policy factors. influences.
On the other hand, corporate brand awareness is not strong. Although China's casing production and processing has a long history, it has not played its own brand in the international market and won't win the initiative in market competition. Furthermore, enterprises lack understanding of talents, technology and equipment investment, and the technical content and technological innovation of products need to be further improved.
Market pattern will change
At present, China's casing production and processing is mainly for the two camps of self-operated export and processing. Due to the low labor market in China, the processing of imported materials has a competitive advantage in the world. At the same time, due to the low degree of mechanization of casings, it is an effective way to solve the problem of domestic surplus labor and increase income. However, the frequent trade wars have not only increased the difficulty of importing raw materials, but also extended the time limit for quarantine clearance procedures, and it seems impossible to solve them in a short time. Now large international casing companies have started in Turkey, Egypt, Romania, Poland and Portugal. The new processing base will be built to shorten the capital turnover cycle, which will further increase the difficulty of domestic employment.
Ge Zhirong pointed out that despite the difficulties in exporting casings in China in recent years, the AQSIQ and the World Natural Casing Association have begun to improve food safety management regulations and strengthen the source of food safety control systems through information communication and policy services. Management, strict access system, guidance and supervision of casing production and processing enterprises to strengthen product quality management system and integrity system construction, to play an increasingly important role in ensuring the healthy development of China's casing industry and import and export trade.
